I'm trying to find a way to port over BR's Arcanum Feat to True20, as I like allowing non-Adepts reliable access to a limited number of powers. However, I don't really like giving non-Adepts full access to a power just by spending a conviction point. Here's my compromise:
There is a general feat, let's call it "Power Talent," that lets a charcter use a power untrained. Like Wild Talent, characters wouldn't be able to spend conviction to get the power. Unlike Wild Talent, they don't get any ranks for it - they just roll their ability.
Once you have a power talent feat for a particular power, then you can take a "Power Training" feat which gives you Level + 3 ranks in the power. I suppose you could apply this feat to a Wild Talent to make it reliable. Also, I wouldn't have a problem allowing a PC to spend conviction to get Power Training for power they have Power Talent for.
Adepts could use the Power Feat as is to get reliable access to the power *and* get it at Level + 3 ranks.
To list all the various power feats:
Power (Adept only): Get a power at Level + 3 ranks.
Wild Talent (General): Get a power at Level + 3 ranks, but it's unreliable.
Power Talent (General): Get a power at 0 ranks.
Power Training (General): Apply to a Wild Talent or a Power Talent. Get the power at level + 3 ranks.
