That is true. This is not D&D. I have played in a fantasy/politics game that worked something like that, except the characters never came together in the first place, and the campaign ended before the game came to an end. I don't really know how the GM managed it, but it was a lot of fun.
It has much less appeal to me in a superhero game, though. I like the idea of a superhero team. Of course it is easier to create city threatening or world threatening events to bring superheroes together, at least temporarily.
