since you have written both, can you tell me if the write-ups for skills includes synergy bonuses, power bonuses, feats bonues and so on ?

If I remember correctly the Heist characters do not have the synergy bonuses added in by default.

From what I've seen, most stat blocks don't include synergy bonuses or feat bonuses in skill modifier totals.

Generally everything EXCEPT synergy bonuses are included in the skill bonuses in stat blocks (ability bonuses, super-ability bonuses, feat bonuses, etc.)
