And there in lies the point i've been trying to get across for ages.. POWER LEVEL as much as it sounds it is not an accurate portrayal of Power...merely a representation of the number of points it takes to build said Hero or Villain.
Carnage has more options than the hulk through thier comparitive powers and thus costs more than the Hulk.
If you can do 9 or 10 mid level things then chances are you are going to cost a lot more than someone who can only do 1 or 2 high level ones, which is EXACTLY why i've been trying to get across to folks that PL is not an accurate portrayal of the toughness of something merely as I say a representation of how many points he costs to build, which may or (as is more often the case) may not mean he is tougher than the next hero/villain.
Besides as I've pointed out numerous times I don't make "from the ground" up statted versions of existing Heroes or Villains in order to shoehorn them into a campaign of a specific level.. I convert heroes and villains that have already been made from one system (MSH mostly) into another (This, M&M)...so the work is already done. all I am doing is adding up the points and providing them in a printable form for folks to use or not as they choose.
If you think someone is particularly weak or tough in comparison to another I suggest you contact Marvel direct

as it is them who statted these guys, based on I might add what they actually HAVE done in the comics.... so one or two folks may not agree with the levels of folks I provide but apart from the occasional mistake I make, I have absolutely no doubts regarding thier accuracy.
Its also worth bearing mind that although hulk may be slated as the toughest being on the planet..the reality of it may not be quite so accurate, afterall how many other hero groups have beat the snot out of him....lots!

But he is very very strong granted, and he does get stronger the more you hit him, he is amazingly resistant to damage and he can leap very far indeed... hurting him certainly isn't easy at all but its far from impossible and there are other heroes and villains who would toast him without batting an eyelid.
But if its any consolation as I mentioned some posts back in this thread Carnage needs a revision, as I made a mistake when I converted him as several copy and pastes were made from venom and the base strength for Carnage was a left over from Brock, not from the physically weaker Cletus Cassidy, so his strength and hence PL would be less than it actually is at the moment. This was pointed out to me by some kind soul so will be corrected soon as I get a chance.
