Leader of Men, Inspiring questions

1. How do you handle the timing for the Leader of Men quality?

The automatic reorganize/rally doesn't count as an order, but do you allow the character to do both it and a regular order at the same time? Or do you just read it as not counting against the number of orders (commander's warfare +1 per subcommander), but still taking up one of the forces' "order slots" when alternating orders between sides.

2. Do you let subcommanders with the Inspiring benefit get 2 orders? Do heroes with Inspiring get 1 order? Or does inspiring only benefit commanders?

Leader of men, does not count as an order, so I'd say that can be done whenever you feel like it.

1 additional command sounds like 1 additional command, I think that would give any character an extra command, regardless of how many he has to start with, hero or not.
