Well, I have already stated that house creation and management should (for my taste) be more detailed.

I've seen several threads of people posting their own house rules awaiting feedback and constructive criticism, so I will do so too.

I have uploaded 2 word files with my house rules.

The first has to do with house actions. I made the house action like the combat and intrigue rules. Houses now have several actions to choose from, with many of them promoting the conflicts between them. Each house has either two lesser or one greater house action. Houses can use reserve wealth or influence (like in Birthright using gold bars or regency) to lower difficulties for the checks, while rival ones can spend their reserve resources to make the tasks more difficult.

The second has to do with tweaking the house creation so that most of the resources to be spread out to individual domains making each of them separate realm entities.
Consequently the House Fortunes bonus/penalty derives from each domain. The magnitude depends of the domain's ratio population v law v land score in comparison to the domain actual population level.
Finally each domain provide an amount of temporary reserve wealth and influence (again this amount depends on the pop level and the above mentioned ratio). These temporary resources are not added in the resource score of the house rather they are only used to take costly house actions for the month they are collected.

Any feedback would be appreciated, especially regarding balancing issues that might be broken.

Wow, that's a lot of stuff.

One immediate thought, it is never in a House's power to create a Bannerman noble House. The House could petition their Lord Paramount and the King for a Bannerhouse to be created but it is going to be their call to elevate someone to the nobility. Creating a landed knight Bannerhouse might just be within the House's power but I would expect major negative political consequences if the House did it without the permission of their Lord Paramount (as a bare minimum) first. After all creating any kind of House shifts the balance of power within a region and if anyone is going to be doing that it's going to be the Starks, Tullys, Martells, Baratheons, etc. of this world rather than one of their vassals.

Hm.. Maybe you are right.
I could add that either the house action is available for status 6+ lords or that the active house must have some short of "clearance" from their warden or suffer a huge disposition penalty with their liege house.

The question is a bit spicky: Peter Baelish made Nestor Royce Lord of the Gates. But Mace Tyrell needed the king's permision to take the lands of the Florents.

Well, we don't know if littlefinger arranged for a royal decree or not.

Though as I understand it, the gates of the moon was Arryn holdings, which could be a very crucial difference.
