House actions and raising units.

So, we've been hitting upon the question about what sort of house action it would be to raise military units.

Strict interpretation of the rules suggest that establishing a military unit, or train it to higher level of experience costs counts as starting a project, which would take up your house action for the month.

Though say that you're waging war and wish to raise new units, how does that work out?

You can only do one or the other you can't invade a house and raise/train troops you must choose or plan ahead.

I would allow raising as many peasant units as you wish.
We use a houserule system were everything apart from knights is a peasant unit unless you invest in it.
But to get anything more refined or trained you need your house action.
Handing weapons to the populace or maybe even only telling them to bring their farming implents is one thing.
Drilling and training is quite another.

if you where raiseing many units at once it would be one house action, but i'd say you can't Wage War and raise troops
