I'd skip Chaos/Panic as being too boring..
How about a character called Riot...built around 2 powers
1. Mind control with area effect extra and the limited one command
"Kill! Burn! Loot! everything in sight!"
2. Growth with the limitation (Linked to size of riot)
On this team...
