Phase Attack and Constructs/objects

Can Phase Attack damage a construct or object since it requires a Fortitude save (but is damage)?

I think it would not. I believe it says a true construct is immune to fortitude based powers such as fatigue or stun and also will based powers such as mind control or mental blast. A player character construct though has a fortitude score I think reading on the next page.
