Raising Soldiers/Fleets, what am I missing?

In the example in the book that states..

Given the group’s position on the Bay of Ice, they decide to invest in a green warship for 11 points. - PG 108

But when I look at the point values for both a warship and green (training), it says..

warships +7
green +1

How are they getting 11 points out of it? If they include sailers for +4, that would make eleven, but don't you still have to add a +1 base power to get 'green' sailors, which would make this 4+1=5, which would make that 12.

Ok, I'm just confused, probably overlooking something simple here lol.

I added this to the errata thread; I am guessing that "the players" should have been buying the next level of veterancy, as opposed to green (which is +3).
