Cost of learning a new language

I'm trying to figure out how many experience points it would take to gain literacy in a new language. my reading says maybe 70, but that seems like a huge amount. is that right?

Literacy in a language requires 3 ranks, which is 70 points. If you want to be good at languages, you should consider taking the polyglot quality, which lets you get literacy for 1 rank.

Personally I could see a Narrator allowing a character who is already literate in one language to become literate in a second language before they reached 3 ranks in it. Maybe require a certain level of Knowledge (Education) or the like?
