No it isn't. Composure and Health are derived statistics. The text says to subtract 1 from derived statistics.

That's pretty clear.

And how does that make sence in any way? They are not derived in the same way but the flaw should apply the same way?

In the Character Creation chapter, Composure and Health are list in Step Eight: Derived Statistics. Hence, they are derived statistics. Note too that Damage is listed here, so Flaws may reduce your weapon damage as well.

Edit to add: Curiously, base influence dealt by Intrigue techniques is not listed, but given the parallel to weapon damage, perhaps errata should address them?
